Why Oppose Assemly Bill 52?

You may have received a message last week that the California Association of Health Underwriters (CAHU) is opposing the passage of Assembly Bill 52 by the Senate Appropriations Committee. Under the bill, authored by Assembly Member Mike Feuer (D-Los Angeles, 42nd District), the Department of Insurance and Department of Managed Health Care would be given the authority to approve, deny or modify an insurer’s or HMO’s planned changes in premiums, co-payments, service levels, out-of-pocket maximums or deductibles. All of these changes would be required to be submitted for review at least 60 days prior to their effective date and would be open for public comment.

We share the association’s concern regarding the potential impact of the bill on the broker and insurance community, and we encourage you to contact your State Senator or a member of the Appropriations Committee to voice your opposition to the measure. It is important to make these contacts before the bill’s scheduled Senate Appropriations Committee hearing on Monday, August 15, 2011.
